Never Received my Jungle Book DVD i paid fo

I bought The Jungle Book DVD for my children from EBay. Seller: tirooo (508)
The Jungle Book (DVD, 2-Disc Set, 40th Anniversary Edition) (item number - 321053915172)
Paid on 11-Jan-13: DVD cost USD $15.99 postage of USD $9.95. Total of USD $15.99
It was Dispatched on 12-Jan-13 via Canada Post International Parcel according to Tiroo who is the seller. Tiroo Tracking number: 7210029035637924 is not found anywhere in South Africa.
Through EBay is have complained to Tiroo and also to EBay that I have not received it. Nobody comes back to me with any useful information. Tiroo does not return my emails via EBay anymore.
After a big fuss from my side, EBay informed me too much time has passed for me to lodge a claim. I have still not got my parcel, and EBay will not refund me despite assuring customers that they are covered should they not receive their goods.
This behaviour from a huge internet company is not acceptable.
