Money took from my account

Just asking about a small loan was told money need up front told not to go ahead, now the sum of 379.00 is from banknow i cant pay my bill which means my phone and board band will be cut off, i only work part time and the money i get i have to live off and pay my bills, my bank as told me thatthey can not do any thing about this, i really need that money paid back in to my bank, am really not happy about this they should of double checked with me
