Money took from bank

I was just looking for a small loan but when told there was a up front payment idid not want to go a head, now the money has been took from my bank account which now i cant pay my phone bill which now means i will be cut off and also my board band, am really not very happy about this they should of checked with me first be for going a head, and my bank cant do any thing about it, it's not as if am on good money i only work part time and can just about live on the money am getting
