No refund even after accepting responsibility

I have a guesthouse in Pretoria, The Coral Tree House. In November Mr Anthony Yau Tripadvisor UK called me to promote our listing with them. Agreement was made to list us for two months at USD 70 per month subscription after which we could decide to join for a year and then pay for our yearly listing. As per our agreement a USD 70 subtraction against my account was done end of Nov and likewise end of December. Since we did not get any business from this listing I informed Mr Yau/Tripadvisor in January (not that it was necessary since the arrangement was that we only listed temporarily for two months (Nov, Dec) that we do not intend to continue with our listing since we did not get the results we expected. Mr Yau/Tripadvisor did not reply. To my shock Tripadvisor took against our agreemnt a third payment of USD 70 against my account (illegally) and now I have been trying for longer than a month to get money out of them in spite of assurance given by Mr Loic Ballet of Tripadvisor. I am truly shocked to note this bad service and illegal taking of money from customers.
