Paid for AVG Anti-virus and never received the goods!

I ordered AVG anti-virus software paying with Pay-Pal and never received the download. After calling twice and given the runaround I filed a complaint through Pay-Pal to which the ripoff company responded that they had refunded my payment. I have never received anything back and Pay-Pal is currently asking for additional information from the ripoff company.
