Delayed then damaged and theft of luggage

My wife with 3 month old little baby was travelling from Mumbai to London Heathrow on 18th Dec. Due to chaotic waether flight has to land at Brussels airport. After 2 days and 2 night of waiting period in the airport (no hotel room was provided) I changed her flight from Brussels to Jersey (as Jersey was her final destination) but Jet Airways officials refused to provide her lugagge at Brussles stating that they are busy and they'll arrange to send the luaaggage at my place. Even though luggage was provided to all the other european travellers who left the filght at Brussels and travelled by rail or road. So she has to travel without her luggage as she cant stay there any more with her little baby at the airport.

After 15 days of struggling period (after too many phone calls and mails) the luggage was finally arrived but the bags were severly damaged and whole items were missing. Bags were cut by knife to open (since lock was unbreakable) all the items was stolen which includes branded and expensive items which includes gold jewellry (1 chain and bracelets), watch (Casio £150) 12 pair branded clothes, all the items related to baby, many important documents and many more. Moreover to fill the bags they absolutely rubbish item to stuff which inlcudes other passanger items, dirty and torn clothes etc. I must say no one in world would like to see their their luggage in such a bad condition. After complaining to JetAirways authority about the theft their response was too lazy. After 20 days of pleading they are finally offering me $460 which is unaccepatable for me. This doesn't cover even a fraction of my losses. First baggage delay then theft. After all this unfortnate event they are least bothered about my loss. They are not even bothered that who has stolen the luggage. Now they are not even respoding to my mails.

I request you to please assist me that how i can get full compensation of my lost baggage. How can i act against JetAirways to get the justice. I've all the emails excahnge with JetAirways. Any help would be much appreciated.
