I purchased jewelry, which was never shipped to me. Merchant offered a refund, but I never got one

On 11/20, I purchased two necklaces from a UK-based online retailer (http://shop.paraphernalia.nu/). I immediately received a confirmation email, which stated that I'd receive my order in five to ten business days, or four weeks at the most. I never received anything. Initially, I assumed the necklaces were just extremely late, so I contacted the merchant via email and requested that she refund my shipping charges. She said she'd be happy to, but I never received a refund. A few more weeks went by, and eventually I realized that the necklaces weren't coming late--in fact, they weren't coming at all. I've tried to contact the merchant again, but she hasn't responded to any of my emails. To make a long story short, DON'T BUY ANYTHING FROM PARAPHERNALIA. They'll take your money, and you'll never get your merchandise or hear from them again.
