Sir Angus Grossart, He said I had some winnings & that I have to wire Rowland 720.00 to get my winnings but won't send any prove

He emailed me & said that I won A lottery over there & that I had to pay 720.00 to get my winnings of 2, 000, 000.00. When I asked him to send me somthing to prove to me that this is a good email or a scam he got all mad & said that it's not up to him to help me get my winnings. So can you check into it & lrt me know what to do after this.
