Non receipt of copy Birth Certificate

I paid for a copy of my birth certificate in November and to date despite numerous e-mails which have never been replied to and numerous calls (unanswered) I have still not received a copy. I can only assume that this is a scam and it is very worryng indeed that the site is still up and running offering these services
