I received a letter stating I won $3, 700, 000.00 and to contact them in 14 days. In order for me to claim these winnings I must send out $728.00 first

I recived a letter Friday February 26, stating that I had 14 days to respond. I have since phoned these people more than once and they have answered the each time I have called. I am suppose to call on Monday after I wire them some money in the amount of $278.00, which of course I'm not going to do, they do not know that. I have since brought the letter to the local Police Department to keep on file. I really would love to capture these people and would like to see justice prevail. I told them I would call back on Monday morning March 2 around 9:00 am I hope there is something I can do. Like I said they have been communicating with me, this is day 2 and we have conversed at least 4 times so far.
