Nearly a month and still no pin received for bank

End of last month I had ordered my new bank card and requested new pin. Wat ford branch ordered, I received bank card 2 days later. End of the week no pin, I went into branch in Stratford to reorder pin. It's nearly a month down the line still no pin. Every time I've been into bank can't assist me in anyway. I can't believe a bank in a first world country is not with current technology. Abroad you can set your pin in the branch yourself and have access to your money. Here bank has your money and you can't access it when they the ones at fault. I just want my pin so I can access my money, clearly too much to ask.
