I couldn't find any information proving this was a scam. He spells first name wrong, has ads all over the web. This is a copy:

Once you think all the red tape has been satisfied, you are informed you must wire $600.00 thru Western Union for insurance/registration, to a different name all together. The 70 in the ph # tells me this is a cell phone registered in another country, the phsical address is for 'Friends of the Earth', and Michael is mispelled.
