Is it true or just a scam?

Dear Sir,

I am Florebel Malacad, a Filipino, and I got a job offer in British island hotel (150 Marsh Wall, London E14 9SJ, England-UK) and I already send all necessary documents requested from me and and after that the british immigration is asking me a requirements which are all needed for the processing of my UK working Visa such as a letter recommendation from my employer (British Island Hotel), and also a Working Permit certificate from Labour department., Thus- they are asking me to pay for about 195 GBP to be able that my working permit will be given on me, and the mode of payment will be thrue Western Union on the named account given by them.
