Cashback offe

I purchased a laptop from misco.co.uk back in june with a cashback offer attached to it. I have done everything correct by applying for the cashback etc. In order to get the cashback you had to apply to compaq, I have emailed them on a number of occasions being told everytime that I will receive the cashback within the next few days etc and I am still waiting. I emailed them this week and told them that I would be taking this matter further. They did say previously that they have been experiencing difficulties in sending out the money, so on the 19th of November they informed me that they would be sending out a cheque for me instead and I would receive it that week, but alas am still waiting, I have emailed them again but so far nobody has got back to me. This is a company whose computers and printers I have used for years and have had no problem so why is this so difficult to get my cashback offer. Can you help please.
