Have my money but have not resived any hair from them

I bought hair from Markan internacionl company based in Brazil. paid them $204 pul $6, 631. they keep telling me stories and i haven't resived any hair since i made the payment. they gave me a tracking number but the said package is still with customs in Brazil. i don't know if this people are real business people or fraud stars. i contacted fedex and they told me that the shipper needs to provide them with some document before they send the package. is almost one month now.
