Double charging

I booked online for Car Hire for Portugal with RATELOUNGE.com - they arranged the booking with a company called AIR AUTO. The car was fine, and when i got home after the hliday i noticed that Air Auto have charged my credit card for the booking. I called Ratelounge and they apologised and promised to refund me to my Paypal account - This is over a month ago and i am still waiting - i cannot contact them now - the website seems to be down, and I have no numbers to call. the number on the original booking: 44 (0) 20 7193 4105 goes to an automated answerphone stating that all reps are busy - please call back later.

I paid Ratelounge £179.29, and I was charged by Air Auto €192.00

Please advise what i can do - the last email i received from Ratelounge was 2nd September.
