LONDON LOTTERY, DAVID MORGAN & HELEN HENDERSON SENT ME A LETTER STATING THAT I WAS A LOTTERY WINNER OF 150K

I have received a lottery winning letter stating that I won 150KUSD. It also stated that I was first notified in November which I never was.
I called the number and spoke to "David Morgan" as listed on the letter.
He stated "I will receive a letter in 10 days stating how much will be taken out for international fees and taxes.
I would like to know if this is a legitamate claim.
