Items from order not received

I ordered from cheap disability aids on the 4/12, beleiving that was plenty of time for the order to arrive before Christmas. After a week I hadn’t received the order, so I called, spoke to a lady on the phone who said she would look into & call back. This didn’t happen. So I called again & the phone just rang with no answer, called again & got a message to say that the phone lines were closed for Christmas and open again on the 4/1/18! I sent an email as they said they were still looking at them on their answerphone message, but no reply back. After about 3 weeks I received part of my order, 3 items were missing. I have emailed to say I would like a refund for the items not received but no response, when I call I have a message to say they are experiencing a high number of calls and unable to take the call & the message says that this will be the same for the next couple of days!
