Did not issue refund when items where returned unopened. Internet

In october I ordered two fancy dress items for a party. I stated the date needed for both items and they did not arrive in time for the event. I promptly returned both items unopened via recorded delivery, and requested an refund. No refund has been issued despite several attempts via paypal. The telephone number just rings out with on answer, and my endless emails remain unanswered.
