Scam seller through ebay

I purchased travel nights at the marriott marquis hotel in new york for november which i booked in march. Once I had received the so called travel voucher I was told that 60 days prior to my arrival i would receive a pack from travel incentives booking centre confirming all my details. In September I received an email from Luis Dardon (Bomdigity) to say that Travel Incentives could now not honor any bookings he had made for many hundreds of people and was effectively trying to get new dates. 2nd email I received now stated that they couldnt honor any dates and that he had gone out of business and that paypal was in the process of refunding over 200 paypal customers. I have spoken to paypal uk and they didnt have any cases opened plus over a certain time limit with paypal then you are not covered to get you money back (45 days). Since this has happened and I searched on the internet and have found many people who have been ripped off by this scam. Surely there must be something that can / or is being done about this.. I have lost over $500 and am likely to not receive a penny back due to paypal and ebays strict policies on refunding monies after a certain number of days. it seems to be me that this scam if worked so that people don't find out until its too late to do anything about it!!
