Took payment from my credit card and never sent goods - not replying to emails now

This man took payment from my credit card for a diving torch bulb and was supposed to have sent it to me by first class post on two occasions, as he said it must of got lost the first time! To date I have received no bulb. I emailed him requesting that he refunded my credit card - which he has not done.
I emailed him again asking him to comntact me and tell me what is happening and he has not replied. His website now states that his shop is unavailable for a few weeks but email contacts will be dealt with. I do not think that postage has gone astray twice and I am going to contact my credit card company.
