Missing photo

I want to make a complaint about a missing photo that was taking at Ayrshire maternity unit of myself, partner and our new born baby after the photo was taking the photographer said that it would be in the Ayrshire post the next week it has now been a moth since my baby was born and have checked for the last 4 weeks for the photo and its no where to be seen in the paper I would like to know why it's not been put in because I wanted the picture as its the only one i had of the three of us as my new born baby was in special care unit from the day she was born
