Offer letter not released

Hi, I have been offered solution Architect role after few rounds of interview. Also I was asked to submit all the required documents for further processing. In the interim I tried to follow many times but no response. I have rejected other company offers believing I would be getting UK Capgemini job offer which was as exciting opportunity for me.

Finally the recruitment team says we have closed this positions and no more positions available.
This was conveyed after 8 months which is disgusting. But not sure how the positions can be closed after issuing the job selection mail.
