Did not honour my hotel reservation

I made a reservation on 18 Feb. 2009 for a hotel room on the 26/27th Sept. I received the prepaid voucher and confirmation of the booking and did not suspect anything until I tried to book in. The reservation had not been made and I had to pay for an available room on checkout. I have tried to contact the company via their website and by the customer service phone number given to no avail. Today when I tried to ring again it seems that the number has been disconnected. This company has stolen my money and still has its website available to scam other customers. When are we likely to see a policing of the web to prevent scams like this?
