Received letter stating that i won 50.000.00 US dollars tried to call but no answer london

I have receive a letter saying that i won 50.000.00 dollars. i tried to call but don't have overseas capability on my phone. i get a lot of these threw e-mail and i normally delete them. i also get e-mails from the fbi saying that the winnings are good and to claim the winnings. when i get these in the e-mail they ask for a handle fee which i reply that i'm unemployed and to deduct fees out winnings, and they say they can't do that and won't hear from them for sometime and then they start all over sending me more e-mails saying i won again and another e-mail from the fbi saying all good. tried to call fbi and sent them a copy of the e-mail threw their web site but no answer back
