I had a leaking stopcock outside at the back of my house so I contacted the water co they said it was not their problem. I have a plumbing and drainage insurance policy also with three valleys water after describing the nature and location of the problem they agreed to come and fix it

The workmen started digging up then stopped and handed me a mobile phone and a lady said I am not covered so I will have to pay the contractors directly 150 VAT. My wife had been sold another policy two days previously which would have covered it but it hasn't come into effect yet and the problem is pre-existing so wouldn't be covered any way

Is this reasonable/legal behaviour or is this a scam
