Received a SMS

I have received a sms telling that I have won $3000000. They also mentioned a pin number in the SMS.

How come there is no restriction on sending such spam SMS to so many people.? Any company can do any kind of fraud. Is there no regulatory / authority body to check such misguiding actions by companies?
