Ebay user sent fake invoice, money was sent and no tickets were sent!

I initially emailed this person on August 29th, after seeing a listing on Ebay for 4 Notre Dame vs. Penn State tickets. In the listing it said to email the seller for a Buy It Now option. He sent me an email back the same day stating that he wanted $1000 for all 4 tickets. I asked him in the next email if he would be willing to break them up. I only wanted 2. He asked me to make him an offer. I made an offer of $250 for 2 tickets. he then sent an email back saying that he wanted $300. He then emailed me right back and stated that he would take $250 as long as it went strictly by Ebay's guidelines. He then sent me what I thought was an Ebay invoice. He wanted me to send the money through Western Union since he was located in the UK. I offered to send a money order, but he asked that I send it Western Union.

I sent money through Western Union that day. It was sent to a Scott Stephens in London, UK. He stated that he would overnight the tickets to me as soon as the money was received. We asked to see if copy of the tickets before we sent the money. He showed us a picture of 4 tickets with a parking pass included in the picture. He said that he would send us 2 tickets, but he only had a picture of the 4. The row, seat and section were blacked out. I contacted him via email after the money was sent. It got late and he stated that he would send them yesterday (Friday) morning. It is Saturday, September 1st at 2:30 pm and I have not received anything. No contact via email about a tracking number and NO tickets. I have copies of all emails sent and also the paperwork from Western Union and the supposed picture of the tickets that were to be sent to me. The last contact with this person was August 30 at 6:27pm. I had to cash in some of my savings to get these tickets. I checked Western Union via the website last night to see if the money had been picked up. It was. I also sent a copy of the Western Union paperwork to him to prove that I sent the money.
