Phoney lottery winnings Ripoff Manchester England

I recieved email ststing that i had won the srticker million but to have it sent to me I would have to send them 850.00 dollors by westeren union to cover insurance. When i emailed them back and asked them to do a bank to bank transfer the told me they were sending my check back to the lottery. If I won and I want the money sent to my bank electriconaly, why not send it. But becouse I refuse to send the 850.00 they refuse to send me my winnings, which I thought was strange in the first place I don't play the lottery. Here is what they emailed back to me Dear Client,

Thank you for email. I understand your prudence in regarding paying for the insurance through western union. I have forwarded your email to the Fiduciary Coordinator of the lottery house. I gave you the reasons why we could not accept the payment of the Institute Cargo Clause C insurance C.O.D. I however want to use this opportunity in assuring you that we do not get ourselves involved in money swindlingschemes. We will return your cheque to Striker Million.
