Ipped off brokers fee without consent

I am a single mum struggling for extra money. I started searching some websites where i could maybe consider getting a loan. I have not accepted any loans or signed any contracts yet I have had 69.95 taken out of my account leaving me absolutly penniless. Cant believe i have been conned like this. Is there anyway I can get my money back? I was aware of the brokers fee if i actually agreed to the loand but i never. What am i gonna do. ECS Welcome loans has appeared on my bank statement please help.
